Established in 1859, Waverley's early council meetings were scattered, held in places like the Charing Cross Hotel. In 1913 a new Council Chambers was built, addressing the inadequacies of the 1861 building. Economic challenges in the 1890s prompted strict budgeting, with Mayor H.C. Evans requesting a rate increase for essential services. The council also embraced technology, hiring a typist in 1903. Meanwhile, Bondi's growth as a residential area was fueled by a tram service, attracting both residents and visitors.
